Following on answers given in Legislative Council referred to in my telegram Mel:87. following motions are to be proposed by Senior Unofficial Members at Council meeting on Vedassday next, 2nd June:
1. That having regard to financial difficulties with which U.Z.is itself faced as a result of losses incurred during the war, and having regard to heavy burden which con.taxpaper is called upon to bear, this Council, on behalf of the colony, accepts proposals contained in E.M.Government's announcement of 27th April, 1948 which this Council regards as representing a great effect (effort intended) and a very real proof of sympathy and goodwill of H.M.Government towards the Colony.
2. That this Council respectfully requests His Excellency, the President, to acquaint the S. of S. with above resolution and at the sume time to make the necessary representations to him with a view to:
(a) the immediate termination of Treasury control over the Colony; and
(b)
Ensure speedy examination and decision on
part of the service concerned in respect of "denial".
I do not propose to oppose the motion and I shall indicate that question of relaxation of Treasury control will be considered as indicated in paragraph 7 of your telegram No.456.
I have reason to believe that a definite announcement that Treasury control will be relaxed would be greatly appreciated by Unofficial Members and I should be glad if you could find it possible to authorize me to make such an announcement on Wednesday.
